The basic theme decks that the game grants all accounts change every year shortly after the Standard Format Rotation in September. This is done to keep the cards contained in those decks fresh and using the latest cards.
In version 2.39 new basic theme decks were introduced and at that time the old basic theme decks are no longer granted. From the 2.39 patch notes at http://forums.pokemontcg.com/topic/46822-239-patch-notes-september-26-2016/
- Three new theme decks are unlocked on login for new and returning players: Born of Fire, Hidden Depths, and Crushing Current! Win 7 Trainer Challenge matches with each deck to unlock that deck for use in Versus Mode and Events!
- The XY: Basic Green, XY: Basic Red, and XY: Basic Blue theme decks are no longer available to new players.
It is no longer possible to obtain XY: Basic Green, or BW: Basic Green or any of the prior theme decks. In the fall of 2017 Born of Fire, Hidden Depths, and Crushing Current were discontinued.
